Hariri tribunal head urges suspects to surrender (AP)

AP - Lebanese authorities have informed the special court investigating the assassination of former Lebanese Prime Minister Rafik Hariri they are unable to arrest four suspects, all members of Hezbollah, or serve them with their indictments, the tribunal said Thursday.
